Because it's a movie, not every character gets to have some development. The story mostly focuses on Kamui, Fuma, and Kotori, and the tragedy that will soon play a major roll in the movie. The story is mostly one sided, as it's mostly viewed from the Dragens Of Heaven, but we do get some view on the Dragens Of Earth. The movie actually makes you feel for the characters, even if they don't get alot of development, which the series(Also from CLAMP, a remake of the movie), makes up for.
